Yes. Vector is a single-player parkour runner that works fully offline, so you can play with no internet at all. The only online piece is an optional Facebook link for comparing scores with friends, and you can ignore it completely.
What does the Vector MOD give?
The MOD gives you unlimited money, which is the offline coin used to buy tricks and upgrades. With it, every move and upgrade is open from the start and you never have to farm coins between runs. It does not add any online powers, since Vector's money is local to your device.
