What is Test DPC?
Test DPC (Test Device Policy Controller) is a sample app from Google, published in the googlesamples/android-testdpc repository under the Apache 2.0 license. Google is clear on one point: Test DPC is for development only, not for production use.
What you can do with it
Once Test DPC is running as device owner or profile owner, it exposes the common Android Enterprise controls in a plain menu. The tasks developers reach for most:

Two groups. Android developers who need to confirm an app works under enterprise management: managed configurations, restricted settings, work-profile behavior. And IT admins or students learning how DPCs and Android Enterprise work, without standing up a full EMM.
For an ordinary phone user there is nothing to gain here. Test DPC adds restrictions, it does not remove them.
Free and open-source, no "mod" needed
There is no Pro version, no premium tier, and no MOD build of Test DPC, because none of that would mean anything. The app is already free and its full source is public. Any "modded Test DPC" you see elsewhere is just the same open code, possibly repackaged. The honest version is the plain one: download the APK here or build it yourself from Google's repository. That is the whole product.
How to download and install

One honest warning: setting Test DPC as device owner usually has to happen on a freshly reset device, often through a provisioning QR code or an ADB command, and it can wipe existing data.
