For an ordinary phone user there is nothing to gain here. Test DPC adds restrictions, it does not remove them.

Free and open-source, no "mod" needed

There is no Pro version, no premium tier, and no MOD build of Test DPC, because none of that would mean anything. The app is already free and its full source is public. Any "modded Test DPC" you see elsewhere is just the same open code, possibly repackaged. The honest version is the plain one: download the APK here or build it yourself from Google's repository.
